Why do dogs not talk?

Sometimes I wonder 

Why does my dog not speak?

He feels pain, joy, hurt, sadness.

His paws are not paws, but human hands and feet

That he uses to grasp the wooden floors.

His face is a human’s, expressions and all

Just like us, he has a mouth, nose, ears, and hair.

His legs are sturdy, just like ours

And his mind feels and thinks deep thoughts.

He has a desire for entertainment, 

A need for love

A dependence on others, 

A crave for affection. 

All these things humans have

And all these things a dog has.

So why does my dog not speak?

What is the reason?

Why?
