One of the most contentious issues at United Nations climate negotiations reached a breakthrough on who should pay for loss and damage caused by global warming. After two weeks of talks in Egypt in November 2022, nearly 200 countries agreed to establish a fund that would help poor, vulnerable countries cope with climate disasters made worse by the greenhouse gases from wealthy nations.
