This quote is taken from Kennedy's famous 1980 speech after he lost the Democratic nomination for president to incumbent President Jimmy Carter (who went on to lose the election to Republican Ronald Reagan). Roosevelt and especially by his late brothers, President John F. Kennedy and Robert, a presidential candidate in 1968.
