Canadian Prime Minister Mark Carney inspired a standing ovation in Davos, Switzerland on Jan. 20 with a stark assessment of the rupture in the longstanding U.S.-led, rules-based international order, and a call for his fellow smaller nations to join together for a more cooperative and resilient world to counter the hard power of larger nations. The Liberal prime minister, who was elected last spring, has served as the governor of Canada and England’s central banks. While the Trump administration sets its sights on Greenland and making Canada the 51st state, Canada is working to adapt to this strange new era by being "principled and pragmatic," and by diversifying trading relationships to become less reliant on the U.S. The prime minister reiterated Canada's commitment to human rights and sovereignty, and warned other nations against accommodating larger powers to avoid trouble, "to hope that compliance will buy safety. It won’t.”

"The middle powers must act together because if we’re not at the table, we’re on the menu," he said.
